Combat, be it between other players or NPCs, is relatively Free-Form.
What allows it to not be entirely abused so one side wins is how certain functions operate. Stands, upon activating their main Stand Ability, cost a posting turn to use. This can be interrupted if the User or Stand is struck with enough force; particularly the User.
Overdrive techniques are entirely effective against Vampires; yet also cost a posting turn to wind up. Alongside this, Overdrive techniques can only be used ONCE PER THREAD. Due to this, you only get three chances to land a powerful finishing blow to anything susceptible to Hamon. If breathing is interrupted of restricted in any manner, a Hamon User must either recover in some manner, come along a stroke of luck; or accept their fate.
Both of these rulings apply to Double Users.
All Vampire abilities also cost a posting turn and can be interrupted; excluding Superhuman Ability. Any threads taking place during the day will harm Vampires to the point of killing them almost immediately. Vampires must stay within the dark or within shade, if during the day.
Citizens will utilize their weapons and their Tricks, otherwise at the mercy of most opponents.
For now, that's your lot. Free-Form combat with minor mechanics ruling it will continue unless a situation calls for a change. Good luck!
